This book is a practical manual and workbook designed to guide state and local government entities through the Title II compliance process. It features a comprehensive planning and implementation process that will help ensure that state and local entities provide equal opportunity to people with disabilities to participate in programs, services, and activities. The Action Guide was developed in close cooperation with a number of state and local officials who were involved in the early stages of Title II compliance and who have over a decade of experience with Section 504 compliance. It was produced under a grant for ADA materials development from the National Institute on Disability and Rehabilitation Research, with review for accuracy by the U. S. Department of Justice, Public Access Section.
